Accountant III-IV
TPFA is seeking a detail-oriented accountant with strong general ledger and financial reporting experience to support agency accounting operations. This role utilizes the State of Texas Centralized Accounting and Payroll/Personnel System (CAPPS) and the Uniform Statewide Accounting System (USAS). Working under general supervision, the selected candidate will perform moderately complex accounting tasks, progressing toward increased independent judgment and leadership within the team.
Examples Of Work Performed
General Ledger & Transaction Processing Analyze daily, weekly, and monthly activities needed to maintain the integrity of agency funds. Prepare journal vouchers, budget transfers and encumbrance adjustments for entry into USAS or CAPPS. Provide general accounting support to optimize efficiency across business functions. Research, analyze, and reconcile agency accounting and budget transactions between the CAPPS and USAS. Financial Reporting Assist in preparing the agency’s Annual Financial Report and Annual Report of Nonfinancial Data and prepare various schedules as needed. Research and analyze GASB statements to determine applicability to the agency’s financial reporting and accounting processes. Assists in developing or revising internal controls to reflect changes driven by new GASB requirements. Develop comprehensive supporting schedules and financial reports, presenting pertinent data in a clear, concise format.
General Qualification
Guidelines Minimum Knowledge, Skills, and Abilities Accountant III: Bachelor’s degree from an accredited college or university with major coursework in accounting and a minimum of 3 years of accounting experience; or a master’s degree or higher in accounting with a minimum of 1 year of accounting experience. Accountant IV: Bachelor’s degree from an accredited college or university with major coursework in accounting and a minimum of 5 years of accounting experience; or a master’s degree or higher in accounting with a minimum of 2 years of accounting experience.
Preferred Knowledge, Skills, and Abilities
Experience and knowledge of the State of Texas Uniform Statewide Accounting System (USAS). Experience and knowledge of the State of Texas Centralized Accounting and Payroll/Personnel System (CAPPS). Foundational understanding of accounting principles, financial reporting standards, and regulatory frameworks, with a desire to deepen expertise through professional certification. Proficiency with accounting software and tools; ability to learn new systems and technologies quickly. Excellent verbal and written communication skills, with the ability to convey financial information clearly and concisely. Demonstrated capacity to expand knowledge and skills to assume higher‑level responsibilities. Advanced academic preparation, including post‑graduate coursework or degree in Accounting. Intermediate to advanced skills in Microsoft Excel (e.g., complex formulas, data analysis schedules) and proficiency in Word and Outlook. Ability to prepare comprehensive and accurate schedules and reports, and effectively present pertinent data in a clear, concise manner. Ability to work 8 a.m. to 5 p.m., Monday through Friday. Ability to work additional hours, as needed. Work Environment Frequent use of personal computers, copiers, printers, and telephones. Frequent standing, walking, sitting, listening, and talking. Communicates directly with internal and external contacts. Occasional bending, stooping, and lifting.
